Incompetence is a quirk where one is inept at one specific skill. Not only can one not learn that skill but their default is at an extra -4. The mage version of this applies to a College rather than a particular spell.

You cannot be incompetent in a single specialty of a skill; if you are incompetent with Guns, for instance, you are incompetent with all guns.

Multiple Layers of Incompetence[]
Due to TDM bonuses, Time Spent bonuses, and other positive modifiers, it's possible to allow a "Double Incompetence" for Thaumatology in particular, or any other skill which certain people do not have.
That 2nd degree of incompetence (-8 to default) can represent characters "beyond incompetent" in situations where you would not enjoy the 'free default' in the skill (magic world, witnessed magic).
3rd/4th/5th could even be reasonable, but be wary since this has the same value as a -10% limitation on "IQ without Will or Per". This is largely why there are quirk limits, and why Anti-Talents are sort of a broken point-hunting game where most of their value is really only justified by where they don't modify rolls via reaction influencers.[Notes 1]
