it is used to buy off some of the penalties in the Move and Attack maneuver.

Penalties to DX rolls and the inability to retreat or parry still apply.

It is a Hard technique and -4 comes from the inherant penalty t hit and -1 from buying off the cap of 9. It costs 6 points to buy up to 0
