B95 has localized UK2/UK# values of 5/5/15/25

this gives a duration of activity as opposed to Accessibility which limits who can be affected, or Environmental which limits where the targets must be.

Temporary Disadvantage: Dependency could reflect someone who instead incurs ongoing HP loss (or FP if limited) when using an ability without fulfilling a trigger-like condition.

Very Common:

  • P106 "Injury" base 10% but since it is dangerous (not illegal) it is worth -15% (only 1 HP blunt required)
    • based on precedent of fatigue being half value for Dependency and Costs HP being worth twice that of Costs FP, that probably ought to be worth half, at -7% rounded to -5%
    • GURPS Power-Ups 8 p 12 mentions this under Blood Agent, Reversed
      • a spending 1 HP per minute would otherwise be worth -10% (double the -5% of Costs Fatigue) via Costs HP. The extra 5% is probably because you need to waste time causing yourself an injury and suffer the effects (like -IQ or -DX from shock) on your ability's roll, rather than instantly using the ability and then suffering the penalty of lost HP afterward. In a way the classic system MIGHT be thought of as Aftermath: Costs Fatigue except with a 1-second delay
        • the way Burning HP works for magic though, does apply a skill penalty, but that is independent of shock (HPT does not stop it, some perks can buy it off)
          • later errata establishes that due to this influencing hte success roll (which can influence energy cost) burning HP to generate energy is done prior to rolling and any energy it gives in excess of requirements is basically lost, in the case of failures (1 energy) or crit successes (0 energy)
              • this is probably also related to how FP (but not HP) spent on magic gets refunded in Very High Mana

Note: using Trigger, Extended rules (PU8p18) "1 HP injury gives 1 minute -15%" would be half value (-7%) for 10 minutes, quarter (-3%) for 60 minutes, 1/8 (-1%) for 8 hours. Due to the "round up" rule this actually becomes -5% for 10 minutes and -0% for the others. Trigger: injury cannot be bought in levels but could in theory be combined with "costs HP", but "extended" rules don't seem to be applied to fatigue/HP costs.

  • P96 "Leeched HP"

    • since getting FP is probably easier than getting HP, "leeched FP" would probably only be worth -10% as per Very Common, without the x1.5 since there's probably fewer laws against tiring people than hurting them: faster recoveries.
  • H72 Cannibalism (note: this being valued at -20% is pretty strange, as cannibalism is probably illegal in some places, and it doesn't really quantify HOW MUCH human flesh would need to be eaten)
    • nor is the -5 to resist possession after cannibalizing ever statted
  • Blood (H63: no x1.5 used for illegality)

Rare:

  • full moon (basic set)
  • only when summoned H78 for Warp representing "when their name is spoken" (no need for special spell, channels 3e Spirit rules)
  • Psionic Contact (H12)
  • Nightmarish Vision (H12)

Note: both are aspects of the Afflictions composing the Horrifying Window metatrait. These are Link+10% and approached consecutively: the 2nd resist is only triggered by the failure of the 1st vs Hallucinating. The "Onset" limitation is used to reflect how it doesn't start until the 1st ends. The reason that's a limitation instead of the Fixed Delay or Variable Delay enhancements is because the attacker does not choose that duraiton, and it will last at least 1 minute due to MoF minimums.

  • there is an oversight in construction here, Always On -20% is taken on both, but that is meant for SWITCHABLE abilities you can't turn off. This means that it should have taken Aura to get it as a free attack. Maledictions require a concentrate to attack, normally.

Examples[]

Only manifests physically after new host kills another human and eats his flesh is worth 12%, appears to be a Rare limitation halved in value.
