He does not make a living this way, he is a kleptomaniac and can't help himself. He does attempt to avoid being in large crowds, but he can't always do that; being very poor, he does not always have a vehicle and sometimes must walk to work or use public transportation.

If he steals something he usually just gets rid of it somehow, by throwing it away or putting it in some sort of storage, generally. He doesn't normally attempt to return things (nor does he usually attempt to use them, even if it's something that's obviously valuable). He has in fact taken a very nonchalant attitude towards his kleptomania, when he finds things he just looks at them for a moment, not feeling any particular emotion, then puts them away somewhere.
